Young Drivers' Fatal-Rate Drops

A new Insurance Institute for Highway Safety (IIHS) study shows that the fatal crash rate
for 16-year- old drivers dropped sharply in states that enacted graduated-licensing laws.
Fatal crashes involving 16- year-old drivers fell 26 percent during 1993-2003. The number
of 16-year-old drivers killed in vehicle crashes dropped from 1,084 in 1993 to 938 in 2003,
although there was an 18 percent rise in their population. IIHS, based in Arlington,
Virginia, is an independent, nonprofit, scientific and educational organization dedicated
to reducing the losses — deaths, injuries, and property damage — from crashes on the
nation’s highways.
