The California Air Resources Board (CARB) has approved a rule that allows the continued
sale of R134a automotive refrigerant to do-it-yourselfers to recharge and service their
vehicle air-conditioning systems. This law will require a self sealing can top; new labels;
a can deposit and return program and consumer education. The refrigerant R-134a is not
considered an ozone-depleting substance, but has a high global warming potential (GWP) with
a GWP of 1300, compared to CO2 which has a GWP of 1.
