GRAND ISLE, La. — An early tidal surge brought water onto Grand Isle on Friday (Sept. 2), just as some residents heeded a voluntary evacuation recommendation.

A mandatory evacuation order was issued for individuals in camper trailers and recreational vehicles, and officials declared a general state of emergency for the city.
