Late in 1802, the year before the Louisiana Purchase was made, President Thomas Jefferson
asked if the Spanish court would take it badly if the United States were to send a small
expedition to explore the Missouri River, all of which was inside Spanish territory. He was
told such an expedition would “give umbrage” to the Spanish government.
