is rising slightly in the rest of the United States.

Gasoline usage in the Northwest states of Washington, Oregon
and Idaho has dropped significantly, from 8.8 gallons per person per
week in 1990, to 7.9 in 2006. Overall U.S. per-capita consumption
remains at approximately 8.9 gallons, with individual states ranging
